MANILA — A 64-year-old Irish national is facing deportation from the Philippines after authorities arrested him over an altercation with traffic personnel during a towing operation involving his illegally parked vehicle, the Bureau of Immigration (BI) said.
The BI said Michael Patrick Oreilly was arrested by intelligence operatives on July 13 at Camp Karingal in Quezon City after authorities determined he had violated the conditions of his stay in the Philippines and classified him as an undesirable foreign national. He is being held at the BI Warden Facility in Muntinlupa City while deportation proceedings are pending.
According to the bureau, Oreilly came to public attention after videos circulated on social media showing him allegedly attacking a government-contracted tow truck and members of the Metropolitan Manila Development Authority (MMDA) during an enforcement operation involving his sport utility vehicle. Authorities said the vehicle had been parked illegally before the confrontation occurred.
Immigration Commissioner Joel Anthony Viado said foreign nationals staying in the Philippines are expected to comply with local laws and conduct themselves responsibly.
"The privilege of staying in the Philippines comes with the responsibility of respecting our laws and our people. Foreign nationals who engage in violent, abusive, or disruptive behavior should not expect to remain in the country. We will not allow undesirable aliens to undermine public order or disregard the rule of law," Viado said in a statement.
The BI said Oreilly underwent standard booking procedures following his arrest before being transferred to its detention facility. It did not indicate when deportation proceedings are expected to conclude or whether he has secured legal representation.
Earlier reports from local authorities said the confrontation occurred during an MMDA road-clearing operation in Quezon City. Police alleged that the Irish national damaged a tow truck after attempting to prevent the removal of his vehicle, leading to criminal complaints in addition to immigration proceedings.
The Bureau of Immigration said the case forms part of its broader campaign to remove foreign nationals found to have violated Philippine immigration laws or whose actions are deemed to threaten public order and safety. Commissioner Viado said the agency would continue to pursue enforcement actions against foreigners who violate the conditions of their stay in the country.
