WASHINGTON — Actions taken by U.S. Health and Human Services Secretary Robert F. Kennedy Jr. since taking office have made it more difficult for many Americans to obtain vaccines, according to public health experts, medical organizations and congressional Democrats, while Kennedy has maintained that his policies are intended to improve vaccine oversight and restore public trust.
The changes include revisions to federal vaccine recommendations, restructuring of advisory bodies, changes to public health messaging and online vaccine information, and new requirements affecting access to some immunizations. Critics say the cumulative effect has complicated access to vaccines that were previously more broadly recommended or easier to obtain.
Medical groups, including the American Academy of Pediatrics and other physician organizations, have challenged several of the policy changes in federal court, arguing they were implemented through an unlawful process and could harm public health. In February, they asked a federal judge to block revisions to vaccine recommendations and changes to the Centers for Disease Control and Prevention's Advisory Committee on Immunization Practices (ACIP).
Among the most significant changes were reductions in the number of vaccines routinely recommended for children under revised federal guidance, as well as narrower recommendations for COVID-19 vaccinations. Public health specialists have said those moves could reduce vaccine uptake and create uncertainty among healthcare providers and patients.
Kennedy has defended his approach, saying his department is committed to evidence-based policy and stronger safety reviews. He has rejected accusations that he broke commitments made during his Senate confirmation process, stating that he has honored his promises regarding vaccine oversight while pursuing reforms he says are needed to improve public confidence.
Congressional Democrats have issued reports accusing Kennedy and the Trump administration of restricting, delaying and complicating vaccine access through administrative and policy changes, including revisions to federal information resources and the restructuring of vaccine advisory committees. Republicans and Kennedy's supporters have argued that increased scrutiny of vaccine policy is necessary to improve transparency and accountability.
The vaccine policy changes have become the subject of multiple legal challenges and political disputes. Some measures have already faced judicial scrutiny, while others remain under review as healthcare providers, public health organizations and federal officials continue to contest the scope of the administration's authority over national immunization policy.
