JAKARTA—Indonesia's government has called on regional legislatures to strengthen oversight of local budget implementation by focusing on whether public spending delivers measurable results, rather than solely ensuring administrative compliance, Deputy Home Affairs Minister Akhmad Wiyagus said.
Speaking at the 2026 Regional Coordination Meeting of the Association of District Regional Legislative Councils (ADKASI) for Kalimantan in Banjarmasin, South Kalimantan, Wiyagus said regional legislative councils (DPRD) should ensure that every rupiah allocated through regional budgets produces tangible benefits for communities, according to a statement released by the Home Affairs Ministry.
Wiyagus said oversight should assess not only whether budgets have been spent, but also whether government programs have achieved their intended outcomes. He urged legislators to base budget discussions and monitoring on measurable performance indicators and public service impacts.
He also highlighted the low realization of regional capital expenditure, saying capital spending had reached only 12.64% as of June 2026. The figure, he said, underscored the need for legislatures to intensify oversight so regional administrations accelerate development projects, particularly infrastructure, instead of leaving allocated funds idle.
According to Wiyagus, budget deliberations should answer four key questions: what problem is being addressed, who will benefit, what outcomes are expected, and when those outcomes will be achieved. He also called for coordination meetings to produce concrete follow-up plans with clear implementation timelines, designated responsibilities, and measurable indicators of success rather than general recommendations.
The appeal comes as Indonesian authorities continue to emphasize stronger fiscal governance and accountability in regional public spending. No new policy measures or regulatory changes were announced, and the government's broader efforts to improve budget oversight remain ongoing.
