Senate Majority Leader John Thune led a series of floor tributes, describing the South Carolina Republican as a close friend and a lawmaker whose relationships extended across party lines despite an increasingly polarized political climate. Thune said Graham's desk in the Senate chamber had been draped in black and adorned with white roses, a longstanding Senate tradition following the death of a sitting member.
Republican senators remembered Graham as an influential voice on national security, judicial nominations and bipartisan negotiations, while acknowledging that his political evolution—from an outspoken critic of Donald Trump during the 2016 Republican presidential campaign to one of the president's closest allies in the Senate—made him one of the chamber's most consequential figures in recent years.
Senator Chuck Grassley, the Senate president pro tempore, said Graham's military service and decades in public office reflected a lifetime of public service. Grassley called him "a very forceful and quick-witted presence" whose personal relationships reached throughout the Senate.
Outside the Capitol, Republicans also debated how Graham should be remembered politically, with some emphasizing his role in advancing President Trump's legislative priorities and others highlighting his reputation as a bipartisan negotiator before the chamber became more sharply divided. Analysts said Graham's ability to communicate with both conservative lawmakers and Democrats made him an influential intermediary during major legislative negotiations.
Attention has also turned to the future of Graham's Senate seat. President Trump publicly endorsed Graham's sister, Darline Graham Nordone, to serve as an interim replacement and said he had recommended her appointment to South Carolina Governor Henry McMaster. CBS News reported that McMaster was expected to announce his decision after honoring Graham's life and public service.
The vacancy temporarily narrows Republicans' Senate majority at a time when party leaders are seeking to advance spending legislation, nominations and other elements of the president's agenda, increasing the importance of maintaining party unity in the weeks ahead.
Republican leaders said memorial events for Graham would continue in Washington and South Carolina as the Senate resumes its legislative work while preparations proceed for the appointment process and the state's upcoming special election timetable.
