WASHINGTON — President Donald Trump signed a sweeping domestic policy bill into law during a White House Independence Day ceremony on Saturday, capping months of Republican efforts to advance the centerpiece of his legislative agenda and delivering one of the most significant policy victories of his second term.
The legislation, approved by the Republican-controlled Congress after closely contested votes, makes permanent key tax reductions first enacted during Trump's first term while providing new funding for immigration enforcement and border security. It also includes changes to federal spending and social programs that Democrats argued would reduce benefits for millions of Americans.
Trump signed the measure at an outdoor event on the South Lawn attended by Republican lawmakers, administration officials, military families and supporters as part of the White House's Fourth of July celebrations. Military aircraft conducted ceremonial flyovers during the event.
Speaking before signing the bill, Trump praised congressional Republicans for delivering the legislation before the administration's self-imposed Independence Day deadline. He described the measure as fulfilling core campaign commitments, citing tax relief, border security funding and spending reductions among its principal provisions.
The legislation passed the House of Representatives by a narrow 218-214 margin following extensive negotiations within the Republican conference. While most Republicans ultimately backed the bill, a small number opposed it. Democrats voted unanimously against the measure after criticizing its fiscal priorities and projected effects on healthcare coverage and federal assistance programs.
House Democratic leaders argued the legislation disproportionately benefits higher-income Americans while reducing support for lower-income households. During debate on the House floor, Democratic lawmakers said the bill would shift resources away from healthcare and other domestic programs. Republicans countered that the measure would stimulate economic growth, lower taxes and strengthen border enforcement.
The new law also establishes and expands several initiatives promoted by the administration, including investment accounts for eligible newborn children known as "Trump Accounts," alongside other tax and savings provisions scheduled to take effect under implementation timelines set out in the legislation.
Federal agencies are expected to begin implementing the law's various tax, spending and regulatory provisions according to deadlines established in the legislation, with additional administrative guidance anticipated in the coming months.
