TOKYO — Japan’s lawmakers and election officials are continuing to debate how far election rules should go in regulating the use of artificial intelligence, with concerns focused on AI-generated misinformation, transparency requirements and the balance between protecting voters and preserving freedom of expression.
The discussions come as Japan moves to strengthen safeguards against false information spread online during campaigns. The Diet, Japan’s parliament, has approved revisions to election-related laws that require AI-generated images and videos used in election contexts to be labeled as such, while also placing responsibilities on online platforms to reduce the impact of election-related misinformation.
The measures were developed after cross-party discussions involving ruling and opposition lawmakers, who sought to address concerns that increasingly realistic AI-generated content could make it harder for voters to distinguish authentic material from fabricated information.
Under the revised rules, social media users are expected to avoid spreading false information that could damage the fairness of elections. Large platform operators will also be required to take steps to mitigate harmful misinformation and publicly disclose their efforts.
Lawmakers have emphasized the need to address potential misuse of AI while avoiding restrictions that could unnecessarily limit political speech. Ichiro Aisawa, a lawmaker from the ruling Liberal Democratic Party involved in discussions on election campaigning, said consideration must be given to freedom of expression while maintaining fairness in politics and elections.
Government officials have separately highlighted broader concerns about AI-generated false information. The Cabinet Office’s AI guidance calls on developers and users to take measures to prevent inappropriate uses of AI that could contribute to the spread of misinformation.
The debate has gained attention as political campaigns increasingly rely on digital platforms for voter outreach. Supporters of stronger regulation argue that labeling requirements and platform responsibilities are needed to improve transparency, while critics have raised concerns about enforcement standards and the possible impact on legitimate political communication.
The revised election and platform-related laws are scheduled to take effect in stages, with key provisions applying ahead of upcoming unified local elections.
Japanese authorities and lawmakers are expected to continue reviewing implementation guidelines and enforcement approaches as AI technology develops and its role in political communication expands.
